Community Vision Provides $1.09 Million Financing to Preserve Healthcare Access in Yolo County
FOR IMMEDIATE RELEASE
WEST SACRAMENTO, CA — Community Vision has provided $1.09 million in financing to support Elica Health Centers’ ownership of its longtime clinic site at 155 15th Street in West Sacramento, helping ensure continued access to critical healthcare services for residents in Yolo County and surrounding communities.
Elica Health Centers, a nonprofit Federally Qualified Health Center (FQHC), has leased and operated the clinic since 2013. Community Vision’s financing supports Elica’s acquisition of the property and strengthens the organization’s long-term stability at the site.
The West Sacramento clinic provides pediatric and internal medicine services for children and adults, along with behavioral health support and specialty care referrals. Between 2022 and 2025, the location served an average of more than 5,400 patients annually and currently employs 20 staff members.
“Healthcare access is essential community infrastructure,” said Catherine Howard, President of Community Vision. “At a time of uncertainty around healthcare funding, Community Vision remains committed to financing the clinics and community-based healthcare systems Californians rely on every day. Since our founding, we’ve provided more than $77 million in financing to support healthcare-related projects and facilities across California, including trusted providers like Elica Health Centers that help communities access critical care close to home.”
Founded in 2002, Elica Health Center has grown from operating two sites to 12 clinic sites and four mobile clinics. The organization provides primary care, dental care, behavioral health services, specialty medical services, school-based healthcare, and street medicine outreach programs for unhoused residents. In 2024, Elica served more than 64,000 patients across the region.
The acquisition of the West Sacramento property helps protect Elica from displacement and allows the organization to continue investing in healthcare access for historically underserved communities.

This financing builds on Community Vision’s partnership with Elica Health Centers. In 2022, Community Vision provided financing to support Elica’s North Highlands Clinic, helping strengthen the organization’s long-term financial position and capacity to expand care.
The investment reflects Community Vision’s ongoing commitment to preserving and expanding healthcare access across California, particularly in communities that have historically faced barriers to care. For decades, Community Vision has financed clinics and healthcare projects in underserved urban, rural, tribal, and Central Valley communities through flexible, mission-driven lending.
“Healthcare facilities are anchors for community wellbeing and resilience,” said Howard. “We believe every community deserves stable, accessible healthcare infrastructure, and Community Vision will continue investing in the organizations and spaces that make that possible across California.”
